The position of these advisers should not be considered low and we can make good use of foreign nationals with certain qualifications who are willing to work in the service of the government of the Hong Kong SAR. Furthermore, when necessary, the Hong Kong SAR government can ! recruit suitably qualified candidates from outside the region to fill professional and technical posts in government departments. These foreign nationals shall be employed only in their individual capacities and shall be responsible to the government of the region. These provisions have taken fully into account Hong Kong's special circumstances and the needs of its prosperity and have taken into account the need to make proper use of the abilities of foreigners.
From this it can be said that those who think that the limitations on the employment of foreign nationals as public servants in the Government of the Hong Kong SAR is slighting their position are absolutely wrong.
