which the successor believes to be significant and which it can, in due course, frustrate. It is immaterial that, as a matter of law, the question falls within the admitted legal competance of predecessor; the diminishing time available to the predecessor puts a practical limit to its legal competence. This is an issue which needs to be solved if the work of the Joint Liaison Group and the process of convergence is to be effective.
