The Legislature

24. By February 1989, the BLDC had evolved a pattern for the composition of the Legislature during its first four terms which involved a combination of direct and indirect elections.

The indirectly elected members were to be elected by functional constituencies representative of three different catergories of organisations. For all four terms the numbers of representatives from the three categories of functional organisations would remain the same, but membership of the Legislature would increase over the period and with it the number of directly elected representatives, from 15 (27%) in the first term to 25 (38%) in the second term to 40 (50%) in the third and forth terms. During the fourth term, the Legislature could decide to hold a referendum on whether all the members should be directly elected. There were few in Hong Kong or the United Kingdom who expected anything other than a mixed system [48]

but for the members of the Legislative Council in the territory the February 1989 proposals were inadequate and too slow.
