Under the Chief Executive, the Government of the SAR is to comprise departments of Administration, Finance and Justice each presided over by a Secretary and such bureaux, divisions and commissions as may be appointed. principal officials, who include the Secretaries and their deputies, the Directors of Bureaux and certain Commissioners are, like the Chief Executive to be Chinese citizens who are permanent residents of Hong Kong with no right of abode in any foreign country. Appointees are nominated by the
Chief Executive,, but again the power of appointment lies with the CPG[46]
The Basic Law also provides for a number of institutions comparable to those which exist under the present regime. There is to be an advisory Executive Council to assist the Chief Executive in policy-making, which will consist of principal officials, members of the Legislature and "public figures" appointed by him; they too must be Chinese citizens who are permanent residents with no
