Hu speaks good English and a little French. Visited UK twice (London and
Manc ter) in 1979 as interpreter for Hua Guofeng, and again in September
1990 (JLG XVI). Clearly enjoyed his visits and appreciated the good
contacts he had with our High Commission in Canberra and Consulate-General
in Melbourne.
A smart dresser in Western clothes, Hu is a little reserved but nevertheless
open and friendly in conversation. Has a nice sense of humour and likes
Western classical music and tennis.
GAO SONGQIAN (
}, FIRST SECRETARY
Born c 1940. Shanghainese. Joined HKMAO in mid 1989 after recuperation
following a heart attack. Attached, through the DSB, to the Peking PLO
Office for 10 years. Served in PDR Yemen for 4 years until 1989. Evacuated
in the 1986 disturbances to Djibouti by the Royal Navy. Speaks English and
good Arabic (self-taught). Present responsibility is unclear.
LU RUIXIANG (
), SECOND SECRETARY
Joined the HKMAO in March 1989. At one stage worked as (assistant?)
accountant in the British Embassy. Responsibilities in HKMAO not yet clear.
Recently returned from 4 years in Ottawa.
Quiet, but friendly, with good English.
MISS HE LANJING (
何岗
), STAFF MEMBER
A young international lawyer, who joined the HKMAO in mid 1988. MA in
international law from Peking University.
Responsible for IRO matters.
Rather shy and a giggler, but with good English.
MISS YU HONG (
余紅
), STAFF MEMBER
A young, smart dresser who joined the HKMAO in spring 1988. Speaks very
good English and functions mainly as an interpreter, although has claimed
to be the Desk Officer for IROS. A friendly contact with quite a bubbly
sense of humour. Born in 1965 in Shanghai and educated in Beijing, she
studied English at Cardiff University. Her boyfriend works in Guangzhou.
Has expressed dismay at the length of time required to climb the bureau-
cratic ladder in the MFA.
JIANG WEIPING (
蒋维屏
), COUNSELLOR
Involved in Hong Kong related work at the MFA since 1983. Born Hebei 1925.
As yet only one contact with the Embassy (April 1989). Responsible for Basic
Law related matters, in particular preparing speeches and reports. Quiet and
-
withdrawn very much the "back-room boy". Married with two sons and a
daughter, his wife is a vegetarian. Speaks reasonable English.
