Indeed, the longer the extension is delayed, the weaker is the case for acting as we now propose. As regards handling of this matter with the Chinese, Tony Galsworthy has been consulted, and is content with the approach outlined in paras 17 to 19 of the draft.

Subject to your views, and any comments you may have on the draft, we should like to put the memorandum to Executive Council in March 1991. Thereafter, subject to Members advice, we should like the 1989 legislation to be extended to Hong Kong, probably later in the year after the Legislative Council elections.
