Caribbean Dependent Territories and Bermuda:
Death Penalty
Thank you for your letter of 18 April covering a letter of 16 April from Mr David Bull, Director of the British Section of Amnesty International, on the recent abolition of capital punishment in the Caribbean Dependent Territories, though not in Bermuda. I enclose a draft reply.
Abolishing the death penalty for murder by Order in Council, against the beliefs of the majority of politicians and public in the Caribbean Dependent Territories, has caused some local resentment (as we knew it would). We do not want to appear to rub salt in the wounds. Moreover, Amnesty favour abolition in other Dependent Territories (e.g. Hong Kong) where we not intend to take any action. The reply is therefore bland.
Mr Bull also makes a strong pitch in favour of ratification of the second optional protocol on the abolition of the death penalty. Amnesty know our position on this issue and Mr Bull carefully does not ask us to review it. No
comment is necessary.
