The Honourable J.F. Mathews

Attorney General,

Legal Department,

66 Queensway,

Hong Kong

Your Excellency,

Denmark, 7 July 1991

As a member of Amnesty International concerned about the existence of the death penalty in different parts of the world, I was very pleased when I learned about the Legislative Council's adoption of a motion calling for the death penalty in your country to be abolished.

As Your Excellency know Amnesty International opposes the death penalty because it constitutes a violation of the right to life. I therefore most respectfully ask Your Excellency to ensure that a bill providing for the abolition of the death penalty in Hong Kong is submitted to the Legislative Council for adoption as soon as possible.

I thank Your Excellency for your effort to ensure that the death penalty

is formally abolished in Hong Kong, and it is with great confidence that I look forward for the motion to be put into legislation.

Yours respectfully

Clean Stemtup
