Macau Basic Law drafters met in Guanszhou, on the 10th. December,with strong differences over the introduction of pennalty.Portugal was one of the first european countries to abolish the death pennalty, over the end of last anolment extended to the colonies years later.

Mainland drafters defended this idea, with one of them, Xu Chongde, saying that the introduction of this law "would give more security · to the population in the future Special Administrative Region of Macau".

Even some Macau's drafters supported the death pennalty, which they.. see as a way to discourage a recent increase in violent crime in the territory. Only a few drafters, including Carlos Assumpcao, president of the Legislative Assembly, expressed his opposition, proposing that Basic Law includes a specific article stating the respect for life and excluding the death pennalty
This problem deserved comments from Macau's government also from a judge of the portuguese "Constitutional High Court (1) visiting & Macao at the time. The acting governor and the under- secretary for Justice (2), during a press conference, criticised the idea,saying it
is against the Sino-Portuguese. Joint

Another reason for diferent points of view refers to restrictions for the citizens of Macao that may be appointed for certain posts, after 99.As in Hong Kong Basic Law, the high posts should be fullfiled by chinese citizens.Some Macau's drafters showed their desagreement, stressing that this restriction doesn't make sense, when the Joint Declaration states that everybody who lives in Macau for seven years is a citizen of Macao,even after 99 and the future Special Administrative Region shall be rulled by local people.
