up residence in France and so far, we had no feed-back that they were unable to obtain a French travel document. I am not sure if there is any change in policy with the French government and would be grateful for your advice.

Meanwhile, I would suggest that we issue a letter of refusal to Mr Lui and advise him to pursue his application for a Titre de Voyage from the French authorities. If his application turns out to be unsuccessful, we may then re-consider the case.
