Thank you for your letter of 18 September 1990, concerning

who applied for the renewal of Document of Identity for visa Purposes.

I have also received Mr G Styles' letter of 31 August in the same connection.

Hong Kong Certificate of Identity and Document of Identity are issued in accordance with United Nation Convention relating to the Status of Stateless Persons. These documents cease to be valid once the holders settle in another country as it becomes the responsibility of the new host country to document them.

In Mr Lui's situation, he had only resided in Hong Kong for 6 years before he took up residence in France, where he has a continuous residence of 12 years.

It is very obvious that his connections with Hong Kong are attenuated. There is also no indication that he intends to resume residence here. We are therefore very reluctant to continue providing travel documents to him. when Mr Lui visited Hong Kong in July 1988 and applied for a replacement Document of Identity at our office, we had advised him that he should obtain a travel document issued by the French authorities in view of his lengthy residence there. As he was then not in possession of any travel document, we issued a Document of Identity with restricted validity for facilitating his return to France.

Our understanding from the local French Consulate is that Hong Kong travel document holders who settle in France and hold French resident card which is valid for 10 years may seek travel documentation (eg. Titre de Voyage) from the French authorities, if there is evidence that they would not be issued with Hong Kong travel document. In the past, we have refused issuing Hong Kong Certificate of Identity to a few former Hong Kong residents who had then taken
