These are not civil servants. They are employed by RTHK on terms of employment distinctly different from those of civil servants. Contractually, RTHK can terminate their service with one month's prior notice. However, it is proposed that the Government as a good employer should follow the principles of the Employment Ordinance and offer severance payment to these officers, where applicable.

On disestablishment, these officers would be withdrawn and redeployed elsewhere within the Civil Service. If there is a need for certain officers to assist the new corporation in its early days, a phased withdrawal programme could be worked out.
Structure and Remuneration Arrangements for RTHKC

On the premise that RTHK will be disestablished, we propose that a new corporation be established with an organizational structure and remuneration arrangements very largely in line with the recommendations that have been made in the consultancy reports set out at Annexes B and C.

In looking at the optimum staffing levels, the consultants adopt a zero base approach on the assumption that RTHKC will be able to appoint its own staff freely. An indicative staffing range of 710-773 is proposed. Against a staffing complement at the time of the consultancy of 1044 (including temporary staff), this represents a decrease in numbers of more than 20%. The corporation's structure will be flatter and closer to a commercial operating environment.

The remuneration package is recommended by the consultants as being competitive with market conditions, while internally consistent, flexible and relatively simple to administer. To attract, retain, and motivate high-calibre staff which it will need to run its service, RTHKC needs to offer terms and conditions based on market compensation levels.
