With its new divisionalised, streamlined structure, supported by upgraded systems and high-calibre staff, the relaunched RTHKC can become a distinctive, vibrant, and efficiently managed public broadcaster. To attract, motivate, and retain the excellent people essential for RTHKC's success requires a competitive and consistent compensation package (see Exhibit 12). We recommend adopting a simple job grading system to ensure internal consistency, paying market-based rates to draw talented staff, and providing an attractive compensation mix - including merit-based bonuses and real increments to encourage superior performance.
