1. In the absence of Peter Randall on leave, I spoke last week to Ranjit Peiris of the Hong Kong Government Office in London. You will see from the attached copy of his letter of reply that they do in fact draw appropriate Hong Kong press reports to the attention of some of the British press.

The attached list of leader writers provides additional names that could be suggested for the Governor to brief. also believe it could be worth asking the Governor to brief the diplomatic correspondents.

3. You asked for views on the idea of a personal press secretary for the Governor. You will recall that we touched on this last April when we discussed the HKG media machine (your minute of 25 April attached). I believe that a good operator in such a post could make a significant difference to the presentation of HKG policy. In conjunction with Chris Osborne it would also help to put a seamless spin on matters of joint HKG/UK policy.
