The Private Secretary's minute of 30 September

(attached) asked Lord Caithness to assess what might be done

to narrow the gap between British press treatment of Martin Lee, and the democracy issue, and the more balanced tone of

the Hong Kong press on these subjects.

2.

Lord Caithness may wish to discuss this when he returns

from the Far East. In preparation for that, I have talked

to John Yaxley of the Hong Kong Government office, and to Mr Cornish. I think that there are a number of steps that could be taken. They will not revolutionise coverage of Hong Kong issues in the UK press, but over time they might

make some difference.

3.

I suggest the following:

Circulation of extracts from the Hong Kong press to British editors/leader writers by the Hong Kong Government office, as the Secretary of State suggests. Rather to my
