4. At a meeting held by Lord Caithness on 24 June to discuss the seminar, it was agreed that letters to the other non-FCO participants be sent to confirm the invitation and to set out, briefly, the purpose of the seminar in very general terms. We could at the same time give people some idea of how the seminar would be conducted. In view of the limited time, and the fact that there will be quite a number of participants with general rather than specialist knowledge of the subject, it was thought that set-piece presentations would not be a suitable format. Nevertheless, the Secretary of State might well wish to ask some individuals to give a short account of how things look from their own personal knowledge or experience.
