Problem
1. Letters need to be sent to the non-FCO participants to
confirm the Secretary of State's invitation.
Recommendation
2. I recommend that the Secretary of State send a letter to the people on the attached list and submit a draft.
Background
3. The Secretary of State has already sent personal letters of invitation to Sir Geoffrey Howe and Sir Adrian Swire. Both have accepted. The Department has invited by telephone
the other people on the Private Secretary's list (minute of
6 June). We now have acceptances from 10 'outsiders' and 10
'insiders' as follows:
