SEMINAR ON HONG KONG

1. As you will see from his manuscript comments, Lord Caithness is not at all convinced by the supposed difficulties, set out in Ms Saunders minute of 11 June, of finding a Hong Kong businessman to come to the Secretary of State's Seminar. He believes that there are many suitable businessmen who come here on a regular basis. He can see no reason why we should not consult the Governor. Indeed, he believes that we should keep the Governor informed about the Seminar, but he sees no need for representation from the Hong Kong Government. In addition to the names put forward in my earlier minute, Lord Caithness suggests that Mr William Purves or Mr Frank Frame (who is, I believe, now London based) might be suitable candidates. In any event, we should make clear to all participants that they are present in a personal capacity. There should be no question of "representing Hong Kong opinion".

Lord Caithness would welcome a meeting with Mr Burns and others to discuss what recommendations he might put to the Secretary of State on how to run the Seminar, what it should aim to achieve and how, and what the main areas of discussion should be. He would also like to discuss the pre-briefing for participants.
