SIR RICHARD LUCE, MP'S LETTER TO LORD CAITHNESS
1. We spoke. As you agreed to take this on, I am sending you the original correspondence.
2. I have discussed our telephone conversation earlier today with Mr Stone, who agrees that we would not ideally want to give the standard reply in this case, especially since the issue of pensions is becoming an increasingly sensitive one Hong Kong. However, we would not want knowledge of our proposals to the Treasury to get back to Hong Kong prematurely.

13. Mr Stone suggests that
either your Minister or a senior official in the ODA might have a private word with Sir Richard, informing him that work is being done.
