When we met Keith Shipley over a month ago, you
will recall we asked for a meeting with you to discuss
progress on matters of concern to HMOCS officers in Hong
Kong.
2.
It was good of Keith Shipley, on your behalf, and
Alan Paul at the FCO, to acknowledge receipt of our letter
of 9 May 1991. When we wrote to you on behalf of our
colleagues on 9 May 1991, we mentioned specifically HMOCS
officers serving in the Administrative Service and RHKPF.
Since then we have established that the concerns we
expressed are shared, almost without exception, by HMOCS
officers serving in other Branches and Departments within
the Administration. Because of the need to consult
collegues, it has taken somewhat longer than we would have
wished to respond, but you will know from our letter of 9
June 1991 that we are extremely disappointed as to the
terms of the replies we have received.
3.
Neither takes us anywhere. You express the hope
that our concerns will be addressed and that we may
receive a substantive reply at an early date; Alan Paul
acknowledges the vital role of HMOCS Members during the
