The Hong Kong Government's policy is to pay pensions in Hong Kong dollars and to maintain their purchasing power in Hong Kong terms by making periodic adjustments in line with movements of the Consumer Price Index (A). Though we are very conscious of the problem faced by UK pensioners caused by the depreciation of the Hong Kong dollar/Sterling exchange rate, it is not possible for the Hong Kong Government to provide currency protection for a single group of pensioners or to pay pensions other than in Hong Kong dollars.

However, we are pressing HMG to recognise the special position of HMOCS officers who, by dint of the fact that they will lose the protection of the Secretary of State in 1997, may reasonably expect HMG to take over responsibility for ensuring that pensions continue to be paid after 1997 and that the value of such pensions is maintained at a reasonable level in relation to the cost of living in the UK. There is ample precedent for such a mechanism. Over the past months we have raised the issue with British Ministers and FCO officials and we have stressed the fact that this problem must be dealt with as a matter of priority.
