Dear Mr Paul,
Thank you for your letter of 21 February 1991. I have taken over the Chairmanship of our Pensionable Service Committee from Graham Smith so the correspondence will continue over a new name.
As you are aware, various representations have been made regarding the

pensions granted by the Hong Kong Government to HMOCS Officers. This is a matter of serious concern to both retired and serving officers and understand that discussions are currently in progress between HMG and HKG.
Our Association has considered possible ways of remedying the problems that exist and has formulated the outline proposals contained in the attached paper. We consider these worthy of consideration as they would not involve HKG in singling out one group of officers for special treatment and would provide a way for HMG to fulfil its obligations to members of HMOCS.
We would be happy to discuss this further and in detail. Our proposals have been copied to the Secretary for the Civil Service, HKG and the Overseas Service Pensioners Association.
