- One other general observation. We have asked our Legal Advisers to look again at nature of HMG's obligations to HMOCS members and possibility of judicial review. No firm advice yet, but preliminary indications that recent jurisprudence has moved even further in favour of right to judicial review of Government decisions bearing on Crown servants reasonable expectations: GCHQ case etc. Requirement for proper consultation of staff associations particularly clear.
