Compensation/incentive scheme

Have not seen full reports of discussion on this. Impression that you now accept our proposals?

(Defensive: targetting) Surely HKG explained this impossible? All HMOCS members have same expectation of compensation. The political requirement is maximum continuity, ie to maintain greatest number of HMOCS members for as long as possible, irrespective of individual quality.

(Defensive) Frankly this visit to Hong Kong was the

opportunity to pursue this sort of idea. That was the basis on which I funded it (£7000 plus), over other good claims on my programme budget. Cannot justify further time or expense

on unrealistic ideas.

(If forced to accept further consideration of commercial hypothecation in place of sterling safeguards)

Think we may

need to untie the package and go firm immediately on the compensation/incentive scheme and start to consult staff associations about it. HMOCS AGM on 14 January a key date. This is a political minefield: once HMOCS officers go public about their lack of confidence in the SARG, the Government's Hong Kong policy will look very shaky indeed; good issue for the Opposition. Will now have to put the issues to Secretary of State.
