IL SERVICE PAY AND CONDITIONS OF SERVICE CODE

REVISION OF: Annex 1 to paragraph 1050
STATEMENT OF CHANGES
1.
Revised rates of pay of Open Structure Grades 4-7 and related departmental grades have been promulgated by DEO Pay (90)76. The revised rates take effect from 1 August 1990.

This Memorandum gives further guidance on the application of the revised rates of pay, London weighting, mark-time pay, overtime, weekend etc premia, payment for travelling
time, shift disturbance and night duty allowances.
STAFF EMPLOYED ON INDIVIDUAL TERMS

Proposals for applying the terms of this Memorandum to staff employed on individual terms must be sent to the appropriate Pay Division in HM Treasury.
CONTROLLED FRINGE BODIES

In those fringe bodies (listed in Appendix B to Code Memorandum CM/840) in which sponsor departments control rates of pay, the terms of this Memorandum may be applied to staff whose pay customarily follows Civil Service pay, subject to the normal requirements of any procedural agreement.

Departments may authorise pay changes where:
(a) fringe body pay scales are identical to Civil Service scales in which changes are being authorised
(b) fringe body scales are similar, save that there is a predetermined arithmetical difference eg because of differences in conditions of service.
In other cases HM Treasury will calculate the new scales and will authorise sponsor departments accordingly.

In cases of difficulty sponsor departments should consult Pay 2, HM Treasury, in writing.
IMPLEMENTATION

It is important that no irreversible action should be taken by a department to implement pay changes until formal authority has been given by the appropriate Establishment Officer or an officer with the necessary delegated authority to act on behalf of the Establishment Officer.
