Starting pay on promotion for executive grades

Clause 20 of the flexible pay agreement introduced revised arrangements for determining pay on promotion for executive grades. The earlier provisions in the Code which gave promotees from the lower grade scale maximum an extra increment and in some instances an advance of incremental date ceased to apply from 1 April 1990.
8. As part of this year's pay negotiations with NUCPS we have agreed alternative arrangements for SEOS to deal with the problem of two different settlement dates for SEOS and grade 7s and for those EOS who are promoted from the first performance point.
9. For SEOS the promotion entry point to grade 7 will remain fixed at the grade 7 minimum in order to avoid possible overtaking problems which would otherwise occur between April and August 1990 because of the different settlement dates for grade 7 and executive grades. For similar reasons the promotion entry point to grade 7 for SEOS who are paid on the accountants or internal audit scales will also remain unchanged after 1 April except for staff promoted either from the scale maximum or the first range point who will move one point higher. For those individuals promoted from the first range point in the period between April and August 1990 this may mean small or in some cases no increase but over this period such individuals will benefit from the April increase for executive staff as well as the August pay increase for grade 7 staff.

10. Some departments expressed concern over the size of the pay increase for EOS on the first range point who were promoted to HEO if the new promotion arrangements were applied without amendment. We have agreed that EOS on the first performance point who are promoted will move one point higher than otherwise giving a pay increase of over 6 per cent.

12. From 1 June 1990 departments have discretion over the use the 18 and 19 year age points on the Executive Officer scale. PAY (90) 50 describes new arrangements which give departments discretion to determine starting pay for external EO recruits.
