Lord Caithness agrees with the recommendation set out in Mr Paul's submission of 17 July (below). He thinks that the Secretary of State's minute to the Chancellor (which Lord Caithness and Mrs Chalker discussed in draft on 20 June) should flag up:

the arguments in favour of an incentive rather than compensation scheme (cost and continuity);

HMG's existing commitments (which are unquantified) under the Carr-Roberston Agreement;

any read-across from what is proposed for Hong Kong HMOCS to former civil servants in other ex-British colonies.
