1. Thank you for your Submission of 17 July. Mrs Chalker has seen this as well as the minutes of 17 and 18 July from Mr Burns and PS/Lord Caithness respectively. She agrees that we should now approach the Treasury on the basis of the recommendations in your Submission. The first approach should be at official level, bringing in the Secretary of State at a later stage and only if required.
