(3) For the purpose of enabling the Authority to perform its functions on and from its establishment, it may, as an:interim measure; make arrangements for the supply to it by the Government of public officers (by way of secondment or otherwise) or services required by the Authority pending the making of sufficient appointments under this section.
(4) Where a public officer is seconded under this.section to the Authority, the Authority shall reimburse to the Government.or the public body from which the officer was so seconded any salary or other allowance paid to the officer as such by the Government or the public body as regards the period (or any part thereof) during which that officer was so seconded and shall also pay to the Government or the public body such other amounts (if any) in relation to the secondment as shall be agreed.

Consultants, advisers, etc..
(1) The Authority may from time to time engage such consultants or advisers as it may consider necessary or expedient for the performance of its functions and any fees due to a person engaged pursuant to this subsection shall be paid by the Authority out of moneys at its disposal.
(2) Without affecting the generality of section 4, the Authority may prepare or carry out, or cause to be prepared or carried out, such preliminary and other plans, surveys, evaluations or examinations. as it may consider necessary or expedient for the proper performance of its functions.
8. General powers of Authority
(1) Without affecting the generality of paragraph 1 of the Schedule, the Authority may for the purposes of this Ordinance
(a) acquire, hold, grant any interest in, or any kind of licence in relation to, or otherwise dispose of, land or acquire, hold or dispose of other property of any description;
(b) make contracts or other agreements; and
receive and expend moneys.
(2) (a) Without affecting the generality of subsection (1), the Authority
may make an agreement with any other person for-
(1) the alteration (including diversion or relocation) of any service, facility or other thing belonging to or provided or maintained by the other person;
(ii) meeting the entire or sharing the cost of providing any service, facility or other thing which the other person has power to provide,
which the Authority considers necessary or expedient for the proper performance of its functions.
