"functions" includes powers and duties;

"land" includes buildings and other structures, the foreshore and sea-bed and any other land covered with water and also includes any wayleave or other easement or any other right in, on or over any land;

"provide" includes supply and carry out, cause to be supplied or carried out

and maintain;

"works" includes extension, alteration, renewal and demolition, works of land reclamation or land drainage and works of engineering or other construction.

3. Provisional Airport Authority

(1) There is hereby established a body to be known as the Provisional Airport Authority.

(2) The provisions contained in the Schedule apply to the Authority.

Authority to provide airport

The Authority shall provide an airport for civil aviation and may for that purpose, either solely or jointly with another person, provide such runways, aircraft taxiways and parking areas, roads, car parks, railways or other transport facilities, and such accommodation, buildings or other structures, apparatus, equipment, services, other facilities or other works as the Authority shall consider necessary or expedient.

5. Directions to Authority

(1) The Governor may give to the Authority such directions in writing as regards the performance of any of its functions as he considers appropriate.

(2) The Authority shall in performing its functions comply with any direction under this section.

Staff of Authority

(1) The Authority may from time to time appoint persons to be its chief executive officer ("the Chief Executive Officer") or other officers or employees, and such persons shall be paid such remuneration and allowances and shall hold their offices or employment on such other terms and conditions as the Authority shall determine.

(2) The Authority may make arrangements for or in respect of the provision and maintenance of such schemes (whether contributory or not) for the payment to or in respect of its employees of such retirement benefits, gratuities or other superannuation allowances as it may determine.
