Be commercially viable as an independent, legal entity

Be self-funding beyond the initial Government equity contribution
Be operationally effective while meeting standard of services expected of major international airport
Maintain long-term strategic freedom to determine

How best the airport should evolve over time in response to changing circumstances
How value can best be created and shared between the public and private sectors
Meet the financial requirements established by the Government without needing Government guarantee
