most cost-effective way. Now if the most cost-effective way is going to be in an internationally managed centre in Vietnam then it is quite right that some of the funds that

we have available, go towards the construction of that

rather than something in Hong Kong because the ultimate aim is to reduce the problem. We believe that the problem can be resolved and reduced in the best manner through the

internationally managed centres, that is what we are working on very hard, that is what we want to get up and running as soon as possible. Now if there are extra funds that could be made available, then it is right they should be channelled in that direction rather than providing further accommodation in Hong Kong. But this is something that we will keep under review and watch as time goes on, because I know the concerns and the pressures that they are under.

the Security Panel in Hong Kong, the Legislative Council, that there is some question being unclear, and that is how those non-refugees can be sent back to the holding centre in Vietnam when they choose not to go?

This is one of the things that is being worked out at the moment. This is all part of the package because it is all very well as you rightly say to have an internationally managed centre but the important thing is actually to transfer the people from Hong Kong to the internationally managed centre and that is the importance of it being internationally managed rather than Vietnamese managed or some other person managed. This is going to be managed under the auspices of the international community through the UNHCR and the Interational Organisation of Migration. Now the exact details about it, what we are working out, combined with that will be exactly how to transfer the people from Hong Kong to the internationally managed centre.

Q: So, how would you describe again the boat people thing.
