No, that would be a different thing because UNHCR haven't been responsible for building, for the capital costs, it is the running costs of their work and the centres that they are involved with. The capital costs have been either provided by the Hong Kong Government or the British

Yes, I understand that LEDGCO have made their views perfectly clear on this and we also know the pressure that the Hong Kong Government is under in the detention centres, with the amount of people arriving from Vietnam.
