Hong Kong and its people. Details of the project and how we had used
the H.K. Government's "Planning for Growth"; the concept of a new
airport and the requirements for port facilities were discussed,
leading into the logic that we had applied in arriving at our Schemes A
and D. Explanations were given regarding the pollution of the harbour
and the part that our scheme would play in being able to improve water
quality in the harbour. The pollution and social aspect of the airport
and the number of people living under the flight paths. An explanation
of the difference between the Hopewell port proposal and the Government
proposal was also discussed. In short the whole project and its
implications were discussed in great detail.
Further discussions centred around the importance of this project being
completed some years before 1997 and the need for a majority of H.K.
developers to provide funds showing the strongest kind of confidence
that could be available for Hong Kong.
Sir Percy understood that there was a pressing need for infrastructure
particularly in the area of the port. He confirmed that he believed
that the project would best be completed and in operation several years
before 1997. Discussions centred around the time scale required to
complete it. He was fully aware of the constraints on the time and
that to achieve this end an early decision to start would be in the
project's best interest keeping in mind that the Hong Kong Government
does require some time to consider the project and the fact that they
have no central organisation that deals specifically with such large
