consideration three main options emerged :-

During this

the

(a) to retain the present system whereby

existing airport is managed, and the new one

directly by the Government through the

built,

Civil Aviation Department;

(b) to establish a statutory Authority, wholly

owned by the Government,

which would be

responsible both for the construction and

future management of the new airport; and

(c) to

establish a company,

operating on fully

commercial principles and to be funded by

public and private equity.

In considering these options it rapidly became

clear that it would not be possible to undertake the major

project management task of constructing a new airport

within the organisational structure and resources available

to the Civil Aviation Department. The establishment of a

separate, dedicated project management team, working within

an organisational structure specifically tailored to the

project was clearly essential.

At the same time the

Government concluded there would be considerable advantage
