b. Tender documents were issued on 24 Aug 90 to 5 companies:

Thornycroft, FBM Marine and 3 non UK firms (believed to be from Hong Kong,

Australia and Thailand). Tenders were submitted by the 2 British

companies, the tender return date was 23 Nov 90. The Marine Department

hope to have a firm recommendation to put to the Hong Kong Tender Board by

March 1991. Between November and March the Department anticipates talks

with most and perhaps all of the bidding companies. The competition is

expected to be intense and the UK firms will be hard pressed to match Far

Eastern prices. However, the British firms will be stressing the quality,

durability, and through life support of their products. The order is

worth about £16M to UK.

In the longer term, like several other Government Organisations in the

Colony, the RHKP has a requirement for additional night vision equipment

particularly to cover the shortfall in this area caused by the withdrawal of

the Garrison's inventory of Spyglass imagers post 1997. The RHKMP also has a

requirement for imaging equipment for surveillance purposes, aboard the new

class of Patrol Craft, (mentioned above). GEC Sensors, Thorn EMI, Barr and

Stroud, RADAMEC and the US firm, Texas Instruments are competing for the

programmes and, with the exception of Barr and Stroud, all have imagers

currently in operation in the Colony.

Aware of the increasing operation of night vision equipment the Hong Kong

Government has declared its intention to establish a Central Maintenance

Facility (CMF). Although this will reduce maintenance costs and the delays in

servicing equipment the facility is unlikely to need automatic test equipment

since Hong Kong's holding of imagers in the future (circa 60) would not make

such purchases cost effective. However, there are prospects for UK companies

in
