1. You asked for a note on where matters stand on this

contract and what political arguments we could legitimately

adduce with the Hong Kong Government.

Background

Two British companies, Vosper Thorneycroft and Fairy Brook Marine have tendered for a contract to supply six patrol crafts to the Royal Hong Kong Marine Police (RHKMP).

The contract is worth £25-30 million. Three other companies

(two from Australia and one from Hong Kong) have also been

shortlisted.

Procurement for the RHKMP is carried out by competitive

tender. Bids for the patrol craft are being evaluated by the Marine Department of the Hong Kong Government on the RHKMP's behalf. The allocation of contracts will then be

decided by the Central Tender Board.

4. Initial tenders for the patrol craft contract were

returned last November. But the RHKMP subsequently asked

for revised bids to meet their requirement for boats capable higher speeds and equipped with more sophisticated Įnavigation equipment. These revised bids are now being

evaluated and a firm proposal is expected to be put to the

Central Tender Board by the end of this month. The contract

is likely to be signed in April.
