Along with the expanding exchanges in many areas, Japan is

cooperating with Hong Kong in the following different areas.

In recognising the very great difficulties faced by both

Hong Kong and the UNHCR, Japan has contributed 650 million U.S.

dollars, which constitutes approximately one half of the total

fund required by the UNHCR for the Indo-Chinese Refugee Relief Fund. Also through the UNHCR, Japan made contributions totalling

11 million U.S. dollars in both 1989 and 1990, and so far this

year, has contributed 8,320,000 U.S. dollars.

In addition to these financial contributions, Japan pledged to accept a total of 1,000 Vietnamese refugees over the following three years, at the International Conference on the Indo-Chinese Refugee Problem held in 1989, and this undertaking is already in the process of being fulfilled.

Now in Hong Kong, the "brain drain" has become a big prob- lem. Japan realizes the impact of this problem, and thus in order to help solve it, Japan is actively cooperating in the up-bring- ing of talented youth, who are indispensable in maintaining Hong Kong's prosperity in the future, in both educational
