Secondly, while Government level exchanges have expanded,

exchanges on a local level have also been expanding in the past

few years. Last year a direct flight from Hong Kong to Sapporo

was put into operation, in addition to flights to other local

centres. This has encouraged many visits to the Territory being

organised by local delegations in Japan, and

and this year from

Kagoshima, Kagawa, Okayama, Fukui, Ishikawa and Hiroshima Prefec-

tures, many different levels of personnel, Governors in certain

cases, have visited Hong Kong. I think that the further develop-

ment of such local level exchange is desirable.

Thirdly, comes cultural exchange. As

exchange. As part of academic

interaction, the Japanese Government has invited the Deans of

the University of Hong Kong and the Chinese University of Hong

Kong, and the Vice-Chancellor of the Hong Kong University of

Science and Technology; to visit Japan.

Furthermore, the Japanese Government contributes to the

tertiary education system in Hong Kong through such programmes as

the Visiting Professors Programme, as well as providing salary

assistance for Japanese language teachers and subsidies for staff

expansion programmes in the Territory.
