It seems to me that the recent relationship between Hong
Kong and Japan has expanded into a wider area than just invest-
ment and trade.
Firstly, Government level exchanges have become far more
frequent. From the Hong Kong side, the Chief Secretary, Sir David
Ford visited Japan last month, his second visit in 12 months. In
1990, the Governor, Sir David Wilson, made an official visit to
Japan, and met with Prime Minister Kaifu. And then Financial
Secretary, Sir Piers Jacobs, also visited Japan. From business
circles, a group of Hong Kong's business leaders headed by Baro-
ness Dunn visited Japan and discussed mutual economic relations
with their Japanese counterparts.

From the Japanese side, in 1989 the Minister for Foreign
Affairs, Mr. Nakayama, visited Hong Kong, whilst last year, the
Parliamentary Vice-Minister for Foreign Affairs, Mr, Ishii also
paid a visit to Hong Kong. And this year the Parliamentary Vice-
Minister of International Trade and Industry, Dr. Shozaburo Jimi
visited Hong Kong. They all had very useful exchanges of views
with senior officials of the Hong Kong Government.
