(c) China needs to remain socialist. There are at least
two references
on pages 4 and 15 to the need for China to remain socialist and stable if Hong Kong is to remain
prosperous. These comments presumably are thinly veiled warnings that the west should not try and precipitate in China what has happened recently in Eastern Europe and the
USSR.
(d) No mention of agreement on IPPAS. It is odd that, while Mr Lu flags up the shortly to be agreed Court of Final Appeal, he does not specifically flag up the agreement reached on IPPAS. He does talk about laws to protect investment from outside the SAR, on page 11, but fails to flag up this agreement. There is probably nothing sinister
he may have thought it was already old news. There is a useful reference to air services at the bottom
