The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to invite His Excellency's Government to be represented at the Diplomatic Conference for the Conclusion of a Treaty Supplementing the Paris Convention as far as Patents are Concerned.

The Diplomatic Conference will take place in The Hague, at the Netherlands Congress Centre, from June 3 to 28, 1991, and will open at 10:00 a.m. on the first day. Participants may register at the Netherlands Congress Centre as from 3 p.m. on June 2, 1991.

Simultaneous interpretation will be provided in English, Arabic, French, Russian and Spanish.

The draft agenda and the draft Rules of Procedure of the Diplomatic Conference are enclosed with this Note.

The draft Treaty and the draft Regulations, constituting the "basic proposal," will be transmitted in due course.

His Excellency's attention is drawn to the fact that the representatives of His Excellency's Government will need to be provided with credentials, and, for signing the Treaty, with full powers (see Rule 6 of the draft Rules of Procedure of the Diplomatic Conference, document PLT/DC/2). The said credentials and full powers should be signed by the Head of State, the Head of Government or the Minister responsible for external affairs.

The Director General would appreciate it if the names and titles of the persons who will represent His Excellency's Government could be communicated to him by April 3, 1991. fot

You undertook to arrange for the names to be submitted to WIPO as soon as possible. we agreed that powers could be arranged later and that a representative of the Foreign and

Commonwealth office (FCO) and of the DTI, from the delegation, would sign such treaty as is agreed.

From the delegation, both Mr Tarnofsky and I should have powers, since it is likely that only one of us will be present in the closing stages of the Conference.
