We expect that the following personalities will be among those present at the inauguration and the Forum: the Heads of the industrial property offices of Bangladesh, China, the Democratic People's Republic of Korea, Fiji, India, Indonesia, Iran, Malaysia, Mongolia, Nepal, Pakistan, Papua New Guinea, the Philippines, Samoa, Singapore, Solomon Islands, Sri Lanka, Thailand and Viet Nam, as well as the principal officials responsible for training and personnel development in the intellectual property field in those countries.

As far as the Forum is concerned, its objective is to examine current and prospective developments in the field of human resource development for the effective use of the intellectual property system in the Asian region. This objective is reflected in the program of the Forum which would consider training for intellectual property administration, training for the implementation and enforcement of intellectual property rights and also the training of users of the intellectual property system.

As far as the potential speakers of the Forum are concerned, please see the tentative list in the attached provisional program. On March 9, 1991, the second day of the program, we envisage that at 3 p.m. a paper could be presented by an official of the Hong Kong Customs and Excise Department on "Training of Law Enforcement Officers: The Police and Customs Services." I have the honor to invite through your Government Mr. C.W.B. Oxley, ED, JP, Commissioner of Customs and Excise Department to nominate an official of his Department to attend the Forum and make this presentation.

We would like the nominated speaker to speak on this subject for approximately 45 minutes. This presentation will be followed by about 15 minutes of discussions. working language of the Forum will be English.
