HONG KONG ATTENDANCE AT INTERNATIONAL CONFERENCES

We spoke last week about whether my section or yours should deal with Hong Kong's attendance at international conferences. You and Mr Furness were recently dealing with the WIPO Round Table Conference and the Tokyo Asian-Pacific Drug Abuse Conference. In the past, Mr Sainty has dealt with Hong Kong participation in WIPO meetings and my section dealt with the SWCC last year.

Since they deal with current meetings, these issues would naturally fall to Administration Section. Future Section has become involved because often the question of Hong Kong status in the international organisation concerned and discussion of that organisation in the JLG IRO sub group can be relevant. There is not, however, a future angle.

It would be sensible to ensure that one desk officer deals with issues of this nature since sagas often repeat themselves. If you agree, I suggest the subject be allocated formally to your section. We will always of course be ready to give advice on the IRO aspects.
