BRIEFING FOR THE PRIME MINISTER'S VISIT

TO THE UNITED STATES

This is to confirm the additional briefing which the Prime Minister has asked for for his visit to the United States. I should be grateful if the briefing could reach me during the course of Monday 26 August:

(i) a note setting out clearly the rationale behind our

approach to the European defence, explaining the dangers of the Twelve having a common security policy, suggesting the kind of outcome we wish to see from the NATO Summit and proposing what the US could most usefully do to influence the Europeans in the right direction.

The Prime Minister will wish to speak to this note and leave a copy for President Bush.

Vietnamese Boat People The Prime Minister would like a factual note on the number of Vietnamese boat people in the camps, the capacity of the camps, the rate of flow, incidents in the camps, and state of opinion in Hong Kong. At the moment, the Prime Minister has no material to respond to the President should the latter say that the problem has diminished because the influx has diminished.

Vietnam The Prime Minister would like a note about Vietnam, its changing economic and political policies, current American policy towards Vietnam and steps which we think the US could usefully take.

China MFN Status A note on where this stands in the United States. What was the proposal which the President put to Congress, what has happened so far in Congress, what counter proposals has Congress put forward, what votes have been taken, what will happen next?
