Prime Minister's visit to the United States:

Briefing

The Prime Minister has, this evening, asked for some additional briefing for his visit to Kennebunkport on Tuesday. The requirement is for the following additional briefs:

defence. What do we want from the NATO Summit? The Prime Minister would like to leave with the President a note setting out why our chosen instrument for European defence is the WEU rather than the European Community. It would also set out the conclusions which we should like to see the NATO Summit reach and some suggestions as to what the United States could do to help.

I have spoken to the Foreign Secretary about this and I will need to clear with him over the telephone the general line we propose. The Foreign Secretary's view is that it is too early to hand over the conclusions for the meeting in November - there is a good deal to play for before then. I have made this point to No 10 and we have agreed that the format for this brief will be a speaking note with separate background. Thus, if the Prime Minister does decide to leave a piece of paper, he can leave his speaking note. I have passed this information to Mr Bond in Sec Pol Dept.

Vietnam. The Prime Minister would like a detailed note on Vietnamese boat people. This should consist of factual information such as the rate of flow of VBPS; their numbers; the state of opinion in Hong Kong; the state of affairs in the camps themselves (incidents etc); double-backers. There may be other factual points that the department feel would be useful in persuading the President of the seriousness of the situation.

The Prime Minister would also like a note on the new Vietnamese government can we adduce evidence that Vietnam is moving in the direction which the Americans would wish? I have not been able to contact anybody from SEAD to commission this and would be grateful if you would do so.

China. The Prime Minister would like a note on exactly where things stand on MFN status - for example, what precisely is the President seeking from Congress; what is Congress's inclination; what happens next? I have spoken

to Mr Cox of HKD about this.
