Extrack from PS / No 10's letter of 29 August

to PS (Gorney)

China

The Prime Minister described the flack he was getting over his visit to China and the rationale behind the visit (the need to help Hong Kong, the need to secure Chinese co-operation as a member of P5, including over arms control, and need to try to influence them over human rights). The President fully endorsed this approach. He did not go into detail on China and MFN status, but indicated that there would need to be some movement from the Chinese if renewed MFN status was to be secured.
