ROBERT MICHAEL KIMMITT

UNDER-SECRETARY OF STATE FOR POLITICAL AFFAIRS

Born. 1947, Logan, Utah.

Under-Secretary of State for Political Affairs (PUS-equivalent) since March 1989.

Recently nominated to be US Ambassador to Germany, succeeding Vernon Walters. (It could be two months before Senate hearings on the appointment are completed, even though Kimmitt is not known to be carrying any "baggage" which is likely to block his appointment.)

A lawyer by training. Prior to joining the State Department, Kimmitt was a partner at Sidley & Austin, a national law firm. Served from June 1985 until October 1987 as General Counsel for the US Department of the Treasury, and from May 1983 until June 1985 as Executive Secretary and General Counsel of the National Security Council. From 1978 until 1983, Mr Kimmitt was a member of the NSC Staff.

He served with the 173rd Airborne Brigade in Vietnam, earning three Bronze Star Medals, the Purple Heart, the Air Medal, and the Vietnamese Cross of Gallantry.

By and large the PUS' opposite number, though his remit does not cover the detailed questions of security affairs/arms control and economic matters. Whilst not part of Baker's innermost circle, Kimmitt remains a highly trusted adviser.
