12. The PUS could say:

Recently agreed in principle with Argentines on lightening restrictions on movement of ships, aircraft and troops around the Falklands. Hope to announce this shortly, once remaining details settled;

A useful step forward in confidence building in the South Atlantic. Both we and the Argentines can present the changes as maintaining momentum in normalisation of relations; and can reassure Islanders no real reduction in their defences;

(Defensive) Still considering Falkland Island Government minerals legislation allowing surveying, exploratory drilling and exploitation of oil and gas on the Continental Shelf if any found in viable quantities. Allowed by present legislation (from 1950) up to 100 fathom line. New legislation takes account of changes in International Law since 1950.
