Problem

1. To persuade the MOD to retain responsibility for funding

the patrol craft now that the Governor of Hong Kong has reconfirmed there is no chance of Hong Kong providing

additional funds.

Recommendation

2. I recommend that the Private Secretary should write to

PS/Defence Secretary copied to No 10, setting out the

position and making clear that we see this as a charge which

properly falls to the MOD. I submit a draft. RMD, SAAD and

NPDD are content.
